Background

In partnership with the Industrial Workers’ Federation of Myanmar (IWFM), the United Federation of Danish Workers will be supporting the recruitment of a Project Cooperation Coordinator. A candidate will be recruited by the IWFM and will be responsible to that office throughout the duration of the assignment.

IWFM is a trade union federation that organises workers in the manufacturing industries. IWFM has approximately 13,000 members, of which women constitute the majority from the different Sectors such as garment, Shoes, food, household product. Working predominately in the garment industry IWFM has approximately 50 affiliated labour organisations (trade unions) at factory level, where they are engaged in negotiations and dispute settlement. The IWFM is active in training of trainers, who in turn train basic labour organisations representatives on Labour Laws, Employment Contract, Minimum Wage, Social Dialogue, etc…. IWFM is an affiliated federation of the Confederation of Trade Unions-CTUM. Through the CTUM, IWFM is invloving in the Labour Law reform process. Moreover, IWFM is working with International Brands and individual factories to develop good industrial relation mechanism in the respective factories.

IWFM is involved in the settlement of Labour disputes and giving Legal support for the Collective Disputes and Violence against women and men at the Workplace.

3F is the largest trade union federation in Denmark with approximately 290,000 members. Founded more than 119 years ago, 3F is an amalgamated trade union federation, working to improve the living and working conditions for the least privileged sectors of workers. 3F is active internationally and works with sister organisations in Asia, Southern Africa, Latin America, the Middle East and Central and Eastern Europe to improve their capacity to organise and represent workers.

3F’s international work is mainly funded by Danida. 3F has an established regional office in Dhaka, Bangladesh with a regional programme supporting the textile and garment sector.

Description of the assignment

IWFM and 3F have agreed to work together in the MyPOD Project for a three year project. Under the terms of the agreement 3F will provide the financial support for IWFM to hire an individual that will function as the MyPod Project Cooperation Coordinator. The candidate will be responsible for monitoring the progress of the partner’s support to the programme and will provide scheduled, systematic reports on the project’s progress.
In addition, the recruited candidate will work under the supervision of the President of IWFM and assist the President in the general duties of her office.

Scope of work

1. The IWFM Project Cooperation Coordinator is to act an aid to the President of the union federation (IWFM) in the assigned duties and tasks of her office.

2. The IWFM Project Cooperation Coordinator is to act as the administrative secretary to the Cooperation Steering Committee (CSC) to the partnership project.

3. The Cooperation Coordinator is to be responsible towards the Cooperative Steering Committee (CSC) for the proper implementation and management of the cooperation according to the Cooperation Contract, the Partnership Cooperation Document, and the approved project budget. The Cooperation Coordinator is thus responsible for careful and professional planning and implementation of activities, according to the agreed implementation plan, in line with the established outputs and objectives of the PCD.

4. The Cooperation Coordinator elaborates periodic and prepares annual work plans for the approval of the CSC. The work plans must be elaborated in close cooperation with the 3F regional office (programme officer) to ensure the best possible coordination and planning of 3F adviser inputs.

5. The Cooperation Coordinator must inform the CSC of any delays in the implementation of the plan of activities and/or any irregularities that might occur in the implementation.

6. It is the task of the Cooperation Coordinator, under responsibility of the CSC, to constantly monitor implementation and, if necessary, to inform the CSC of the need for any amendments or changes.

7. It is the task of the Cooperation Coordinator to prepare the meetings of the CSC in the cooperation with the chairman of the CSC. The Cooperation Coordinator will prepare minutes from the meetings, which will be sent to all members of the CSC.

8. The Cooperation Coordinator will seek to maintain a good and close cooperation with the CSC and 3F’s Regional Office.

Qualifications

 A sound knowledge of trade unions will be given high priority to the selection of the candidate for this position. A completed university degree will be considered an advantage; preferably in the social sciences, development or related fields.
 A knowledge of programme monitoring, and reporting is essential.
 In addition, experience in working with aid organisations will be an asset as duties and activities of the work will involve systematic monitoring and reporting the project and provide these reports to a professional standard to the partners, in written English as well as good writing skill in Myanmar Language.
 Strong writing and communication skills in English language are a strong requirement. In being responsible to liaise and report to the 3F partner the candidate, the ability to clearly communicate in English (in both spoken and written form) is of high importance and the candidate should be able to submit documentation of English proficiency, or be able to take a competency test to determine their English skills level.
 Good communication skills and ability to establish and maintain effective working relationships with partner organizations and stakeholders.
 Good skills in standard software programs
 Proficiency in social media usage and communication
 Able to work in a team
 Able to conduct travels in the country and abroad

Duration and salary

The duration of the contract will be for the period of the MyPod project which is scheduled to be completed in 31st August 2020. The terms of employment will be in accordance to IWFM’s employment policy and regulations. A competitive salary is be offered to reflect the qualifications of the selected recruit and the terms of the contract and conditions of work will reflect the Myanmar labour law.
