JILAF Symposium on Preventive Measures Against Labour Conflicts in Multinational Enterprises in Asia. (8th Aug, 2018)

Trade Union representatives from Myanmar and Cambodia share countries experiences on Industrial Relations situation and preventing Industrial disputes in Japan on 8th of August, 2018. The JILAF (Japanese International Labour Foundation) invited one worker representative from CTUM (The Confederation of Trade Unions Myanmar) and one employer representative from UMFCCI ( The Union of Myanmar Federation of Commerce and Industry) to the Syposium in Tokyo, Japan.

Daw Khaing Zar Aung, a member of Central Executive Committee as well as the President of Industrial Workers’ Federation of Myanmar attended the symposium and shared about Current Labour Situation in Myanmar including Minimum Wage, causes of labour conflicts, dispute settlement mechanism in Myanmar, types of disputes and strikes, challenges for unions and preventive measures of CTUM against labour conflicts and CTUM expectation from Japanese government and Japanese multinational enterprises in terms of preventive measures against labour conflicts.

Ms. Pisey Chuonmomthol, Assistant to President (In charge of International Affairs), Cambodian Confederation of Trade Unions (CCTU), ITUC-Cambodia Council (ITUC-CC) and Ms. Khaing Khaing Nwe, Secretary General, Myanmar Garment Manufacturers Association (MGMA) / Joint Secretary General
Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI) also shared their experiences in countries.

Japanese government representatives, Japanese employers representatives and Japanese trade unions’ representatives attended the symposium. After presentations by the Cambodia and Myanmar representatives, continued the discussion. Participants from Japan also shared their experiences and raised questions to speakers.

CTUM ကုိယ္စားျပဳ၍ CTUM ၏ ဗဟုိအလုပ္အမႈေဆာင္ အဖြဲ႔၀င္တစ္ဦးျဖစ္သူ၊ ျမန္မာႏုိင္ငံ ကုန္ထုတ္ႏွင့္ စက္မႈလက္မႈ အလုပ္သမားမ်ား အဖဲြ႔ခ်ဳပ္ (IWFM) ၏ ဥကၠဌ ျဖစ္သည့္ ေဒၚခုိင္ဇာေအာင္မွ ေဆြးေႏြးပြဲသုိ႔ တက္ေရာက္ခဲ့ပါသည္။ ေဆြးေႏြးပြဲတြင္ ျမန္မာႏွင့္ ကေမၻာဒီးယား တုိ႔ ကုိယ္စားလွယ္မ်ားသည္ သက္ဆုိင္ရာ ႏုိင္ငံမ်ား၏ အလုပ္ရွင္ အလုပ္သမား ဆက္ဆံေရး အေျခအေနမ်ားကုိ ရွင္းလင္းတင္ျပခဲ့ၾကပါသည္။ CTUM အလုပ္သမားကုိယ္စားလွယ္အေနျဖင့္ ျမန္မာႏုိင္ငံ ၏ အနည္းဆံုး အခေၾကးေငြဆုိင္ရာကိစၥ၊ အလုပ္ရွင္အလုပ္သမား အျငင္းပြားမႈမ်ား ျဖစ္ပြားရသည့္ အေၾကာင္းရင္းမ်ား၊ ျမန္မာႏုိင္ငံ၏ အျငင္းပြားမႈ ေျဖရွင္းေရး လုပ္ငန္းစဥ္၊ အျငင္းပြားမႈမ်ားႏွင့္ သပိတ္ေမွာက္မႈ ပံုစံမ်ား၊ အလုပ္သမားသမဂၢမ်ား ၾကံဳေတြ႔ေနရသည့္ စိန္ေခၚမႈမ်ား၊ ျဖစ္ပြားေနသည့္ အလုပ္ရွင္အလုပ္သမား ပဋိပကၡမ်ားကုိ CTUM မွ ေျဖရွင္းေဆာင္ရြက္ေပးေနသည့္ လုပ္ငန္းစဥ္မ်ား၊ ၾကိဳတင္ကာကြယ္ႏုိင္ေရးအတြက္ လုပ္ေဆာင္ေနမႈမ်ားကုိ ရွင္းလင္းေျပာၾကားခဲ့ျပီး၊ အလုပ္သမားပဋိပကၡမ်ား မျဖစ္ေပၚေစေရးအတြက္ ၾကိဳတင္ကာကြယ္ရာတြင္ ဂ်ပန္ႏုိင္ငံ အစုိးရ၊ အလုပ္ရွင္မ်ားအေနျဖင့္ ပူးေပါင္းေဆာင္ရြက္ေစလုိသည့္ အခ်က္မ်ားကုိလည္း တင္ျပခဲ့ပါသည္။
ျမန္မာႏုိ္င္ငံ အလုပ္ရွင္ကုိယ္စားလွယ္ ေဒၚခုိင္ခုိင္ႏြယ္၊ နွင့္ ကေဗၻာ ဒီးယားႏုိင္ငံမွ အလုပ္သမားကုိယ္စားလွယ္ Ms. Pisey Chuonmonthol တို႔မွလည္း ရွင္းလင္းတင္ျပခဲ့ၾကပါသည္။
ထုိ႔ေနာက္ AEON ကုမၸဏီမွ ၄င္းကုမၸဏီ ၏ မူ၀ါဒမ်ားနွင့္ လုပ္ေဆာင္ခ်က္မ်ားကုိ ရွင္းလင္းတင္ျပခဲ့ပါသည္။
ေဆြးေႏြးပြဲသုိ႔ ဂ်ပန္ႏုိင္ငံမွ အစုိးရ၊ အလုပ္ရွင္၊ အလုပ္သမား ကုိယ္စားလွယ္မ်ား တက္ေရာက္ၾကပါသည္။ ျမန္မာႏွင့္ ကေဗၻာဒီယား ကုိယ္စားလွယ္မ်ားမွ တင္ျပျပီးသည့္ ေနာက္တြင္ တက္ေရာက္လာသူမ်ားမွ ၄င္းတုိ႔၏ အေတြ႔အၾကံဳမ်ား၊ စက္ရံုတြင္ စီမံခန္႔ခြဲေဆာင္ရြက္ေနမႈမ်ားကုိ ေဆြးေႏြးဖလွယ္ၾကပါသည္။ ျမန္မာႏွင့္ ကေဗၻာဒီးယား ကုိယ္စားလွယ္မ်ားကုိလည္း ၄င္းတုိ႔ သိရွိလုိသည့္ အခ်က္မ်ားကို ေမးျမန္းခဲ့ၾကပါသည္။
ေဆြးေႏြးပြဲအား ေန႔လည္ (၁) နာရီတြင္ က်င္းပခဲ့ျပီး ညေန (၅) နာရီတြင္ JILAF ၏ အမႈေဆာင္ အရာရွိတစ္ဦးျဖစ္သူ Mr. Masayuki Shiota မွ နိဂံုးခ်ဳပ္ အမွာ စကားေျပာၾကား၍ ျပီးဆံုးခဲ့ပါသည္။
